Instructions to Authors

The Asian Pacific Journal of Health Economics and Policy is an e-journal published by the Japan Health Economics Association (hereinafter referred to as JHEA) and the Institute for Health Economics and Policy (hereinafter referred to as IHEP).
This journal is a no-fee open-access peer-reviewed journal that accept articles on areas of health economics, health care policy, and health services research in a various context of healthcare systems, including non-Western settings. All the scholars in the area above are welcome to submit to the Journal.

    The journal aims at;

    • 1

      Enhancing research in the area of health economics, health care policy, and health services research in the context of healthcare system with a specific demographic, social, and politico-historical background.

    • 2

      Setting an academic platform for scholars and other interested parties including policy makers to enhance discussion for evidence-based health policy making.

    • 3

      Promoting open exchange of views, theories, and opinions among all concerned with the various dimensions of healthcare systems to seek for an innovating integration of related disciplines for efficient and fair healthcare systems.

    Following types of articles are accepted for publication:

    • 1

      Research Papers: Articles presenting empirical and/or theoretical research, with a clear statement of research question and objectives, methods, results, and discussion with policy/research implication, if it fits.

    • 2

      Research Notes: shorter notes on an original research, or articles containing new views and opinions of academic value that do not meet the standards of a Research Paper.

    • 3

      Research Reports: Reports on particular dataset, surveys, experiments, and other academic resources, along with reports on improvement in research methodologies that can provide useful information for future research activities.

      Other articles approved by the Editorial Committee will be considered for publication.

    Authorship responsibility, Criteria

      The authors are not required to be members of the IHEP and/or the JHEA.

    • 2

      Articles (all manuscript types as described in Section 2 are referred to as “articles” in this instruction) that are submitted to the Editorial Committee of the Journal should not have been published or submitted elsewhere either in whole or in part, and should not be submitted to other journals while under review by the Editorial Committee. Consent from all coauthors should be obtained at the time of submission. If an article is accepted for publication, the article should not be submitted to other journals until published in the “Asian Pacific Journal of Health Economics and Policy”. Any violation of these requirements will be regarded as a serious instance of plagiarism, and the article will be refused peer review.

    Instruction to submission, Contributions

      Authors should email to the editorial office at the following E-mail address the main text of their articles along with references, figures/tables, and the abstract, following the required format. Authors should also send the author checklist, Form 1, as an electronic file. On submission, authors may express a preference as to whether their articles are to be published as a research paper, as research notes, or a research report.

      Authors should follow the Writing Guidelines attached with the Authors’ Guidelines. When asked by the Editorial Committee to make revisions, authors are expected to revise their articles in full accordance with the requirements of the Committee and to resubmit their completed and revised articles. If a resubmission is not made within 90 days from the date of notification, the submission will be considered as withdrawn. However, the 90-day limit will not apply in cases where the Editorial Committee decides that there is a valid reason for the delay.
      All authors must agree to make their data available at the Editor’s request for examination and re-analysis by referees or other persons designated by the Editor.

      To ensure transparency and research independence, and information regarding sources of funding of the corresponding author and all coauthors should be acknowledged at the responsibility of the corresponding author.

      The authors must clearly indicate that all research involving human subjects was conducted in accordance with ethical standards issued in the country where the study is conducted. The corresponding author should be prepared to present relevant documentation of compliance with ethical standards during peer review or after publication.

      The information regarding potential conflicts of interest (financial as well as non-financial) of the corresponding author and all coauthors should be disclosed at the responsibility of the corresponding author.

      Please confirm that the present work does not infringe copyrights and other rights of third parties. When the author uses the charts, photographs, or other materials which copyrights are owned by others, please obtain permission to use them to the original author at the responsibility of the corresponding author.

      Regarding use of the secondary works such as translations or adaptations or the like of parts in manuscripts copyrighted by others, the corresponding author must always carry out copyright processing (permission of translation rights or adaptation rights) with the original authors.

      Decisions regarding the acceptance of articles for publication and the designation of the type of article will be made by the Editorial Committee on the basis of the referees’ reports. Submissions that do not meet the standards for research papers may be published as research notes or research reports.

      There is no publication fee for the published papers. Extra copies of published papers will be provided at actual cost price upon the authors’ request.
      The corresponding author, at no cost, will be provided with a PDF file of the article via e-mail. The PDF file is a watermarked version of the published article and includes a cover sheet with the journal cover image and a disclaimer outlining the terms and conditions of use.

      Authors should assume principal responsibility for proofreading of the paper at the time of submission to help editors and reviewers accurately evaluate the quality of submission. English language must be of sufficient quality to be understood at the full responsibility and cost of the corresponding author(s).

    Copyright and others

      The copyright shall belong to the author. The corresponding author and all coauthors will agree to (2) (3) (4). After receiving the decision that the paper will be published in this journal, the corresponding author and all coauthors will submit a license agreement (Separate form) and set it as the posting condition.

      Regarding accepted papers, IHEP and JHEA shall have the right to publish the paper as an article of the “Asian Pacific Journal of Health Economics and Policy” (including web publication), which is a Journal of IHEP and JHEA.

      In the case that the author wishes to disclose the contents of an accepted paper that is in publication via electronic media or other ways, such disclosure should be done after publication in the “Asian Pacific Journal of Health Economics and Policy,” according to (2), and the source of the contents (including a link to the address of the corresponding article on the official website, if available) shall be clearly stated.

      In the case that the author wishes to secondarily use an article originally published in the “Asian Pacific Journal of Health Economics and Policy” in the form of other media or using other methods by supplementing or modifying the original article, any such use should be done only after publication of the original article in accordance with (2) above. Further, any such secondary-use article should include notification that it was supplementary to the originally published article in the “Asian Pacific Journal of Health Economics and Policy,” and include the issue number (link to the URL in the case that the original article is published on the Journal’s official website).

      In the case of any doubt concerning the copyright of the copyrighted work, the author shall contact the person in charge of the “Asian Pacific Journal of Health Economics and Policy”.
